Normalize the current authored Writing identified in EI-4.1 to the canonical EI-3.2 content model without changing article bodies or public URL contracts.

The remaining metadata work consists primarily of PTIR normalization and review of older intentionally published noncollection material under the existing EI-1 decisions.
